espite the often severe management measures that have been implemented to reverse the declines in the once bountiful fisheries resources in the Northeast USA, the stocks of several critically important species have failed to rebound to sustainable levels. In an effort to take a new and multifaceted approach to developing long-term solutions to fisheries problems, the National Oceanic and Atmospheric Administration and the University of New Hampshire created the Cooperative Institute for New England Mariculture and Fisheries (CINEMAR) in June 2000. CINEMAR was established to provide regional leadership and integration for research, development, education, and outreach for issues of resource use, management, and preservation in New England’s waters. The Institute will focus on mariculture, fisheries science and management, and ocean policy. The UNH Open Ocean Aquaculture Demonstration Project, which was initiated in 1998, came under the administrative umbrella of CINEMAR in 2001 and will serve in future years as the cornerstone of the mariculture component of the Institute.
