Ocean Policy:
Ideally, environmental policies on marine resources are: 1)
based on the best available science, 2) designed to enable appropriate
research and commercial development, 3) based upon informed consent
of all stakeholders, and 4) built upon consensus using state-of-the-art
approaches to resolving user conflicts. The Ocean Policy component
of CINEMAR will develop programs with the following goals:
- Full partnership for all stakeholders in the design and implementation
of regulatory and management policies regarding coastal and marine
resource use, especially with regard to living marine resources.
- Implementation of collaborative problem solving approaches
to conflict resolution in marine resource issues.
- Strategic consideration of marine conservation issues, including
establishment of marine preserves, issues surrounding rare, endangered,
and protected species, and designation of essential fish habitats.
- Re-examination of regulatory and legal processes in marine
fishery management and aquaculture in state and federal waters;
removal of regulatory impediments to the commercial development
of aquaculture in New England waters.
